Complaint
Description: The plaintiff was at the said location when the police arrived and lots of street vendors began running away. The plaintiff was just in the wrong place at the wrong time and while walking down the street in the commotion, the defendant officer grabbed the plaintiff's arm and twisted it back causing injury and arrested the plaintiff for unlicensed vending and resisting arrest. The charges were later dismissed.
