Description: On April 14, 2020, at approximately 4:00 p.m., in the vicinity of 546 Macon Street, County of Kings, New York, defendants Chilton, Daal, Kurian, Lenahan approached plaintiff without legal justification or excuse and stopped, seized, and searched Plaintiff. The search yielded no evidence of any guns, drugs or contraband. Despite the absence of any evidence of wrongdoing by the plaintiff, the defendants applied excessively tight handcuffs, formally arrested and placed Plaintiff in a police vehicle and transported him against his will to the 81st Precinct. Description: On May 3, 2020, at 4 pm, the Plaintiff was lawfully outside socializing with several friends in the vicinity of 482 Monroe Street in Brooklyn when several officers approached the Plaintiff and his friends and handed them free face masks to protect themselves against COVID letting them know they could continue socializing. Several minutes later the defendant officers approached the Plaintiff and his friends, unlawfully asking them to produce their identification and ordered them to disperse.
