Description: On or about October 16, 2015 Plaintiff was lawfully outside 3424 Broadway when PO Thomas Sullivan falsely and maliciously accused Plaintiff of driving while intoxicated, among other crimes. Plaintiff falsely arrested Plaintiff with excessive force and handcuffed Plaintiff unnecessarily tightly so as to cause pain. Plaintiff was falsely imprisoned for approximately four days before being released and having all charges dismissed on April 6, 2016. Plaintiff suffered physical discomfort and mental anguish, emotional and psychological injury, and is traumatized and demoralized.

Description: On April 11, 2014, POs including PO Thomas O'Sullivan arrested Plaintiff and placed Plaintiff in handcuffs, which were tightened excessively. Plaintiff was taken to the 30th Precinct and placed uncuffed in a holding cell for approximately 10 - 15 minutes, at which time PO O'Sullivan entered the cell and handcuffed Plaintiff's left arm to the inside of the pen so tightly Plaintiff's hand was turning blue. POs John Doe 1 - 5 and Supervisory Officers Richard Roe 1 & 2 were informed by other prisoners inside the cell that Plaintiff's hand was turning blue. PO O'Sullivan returned to the cell and removed the handcuff from the bench but did not loosen the handcuffs around Plaintiff's wrists, which were now rear-cuffed...
