Description: On September 1, 2013, Plaintiff Joel COUTOU was present at the intersection of 45th Street and Church Ave. in Kings County, NY. Plaintiff was committing no crime nor engaging in suspicious conduct when he was approached by NYPD Police Officers DURECKO and MCLOUGLIN and SGT. RODRIGUEZ as well as ten unidentified officers. The complaint fails to allege specific facts, but instead states that the officers assaulted the plaintiff and arrested him without probable cause. The complaint also fails to state any specific injuries suffered by the plaintiff other than assault and false arrest.
