Description: On October 6, 2018, Plaintiff Tarriq Parker was on the street when he was approached by Defendant NYPD Officers Lawrence Chan and other, Unidentified Officers. The Defendants grabbed Plaintiff Parker from behind, slammed him into the ground, handcuffed him, and dragged him along the ground before placing him under arrest.
