Description: On March 11, 2017, Plaintiff, a paraplegic man, was arrested outside 150W, 4th Street in Manhattan by Defendant NYPD officers. During his pre-arraignment detention, officers handcuffed Plaintiff to a bench while in his wheelchair, deprived him of his wheelchair, and left him on the filthy, urine-soaked holding cell. He was also transported in vehicles not accessible for wheelchairs, unsecured and handcuffed at the back of the vehicle. Defendant officers dropped Plaintiff at least once while lifting Plaintiff into the vehicle that was not accessible to wheelchair users, causing injuries to him.
