Description: On March 28, 2020, Plaintiff was returning home when a marked NYPD vehicle in front of him stopped abruptly at a traffic light. Plaintiff was unable to stop his car in time, and the front of his car lightly tapped the rear bumper of the NYPD vehicle. At the time of the incident, the driver of the NYPD vehicle, Detective Bowden, was distracted while operating the vehicle. Detective Bowden instructed Plaintiff to not move his vehicle any further, and Plaintiff complied, stopping his vehicle and remaining at the location.
