Description: On March 5, 2021, PO Estharlin Lopez and Detective Vasilios Vasilopoulos executed an illegally obtained search warrant at an unidentified premises related to Plaintiff. The warrant was based on knowingly falsified information and obtained from coercion of an informant. While executing the search Lopez and Vasilopoulos planted and moved weapons and staged photographs to support their false information. Lopez and Vasilopoulos recovered an envelope with Plaintiff’s name on it from the premises that purports to link him to the possession of weapons. Description: On July 18, 2015, Plaintiff was walking on the sidewalk when a police vehicle pulled over in front of Plaintiff. The defendant officer asked Plaintiff for his ID, which Plaintiff presented. The officer ordered Plaintiff to get against the wall. Plaintiff panicked and started running. Another police vehicle stopped in front of Plaintiff, who put his hands up.
