Description: On December 18, 2013, at approximately 4:10 p.m., plaintiff was driving his car in Manhattan. In response to a traffic directive by NYPD Officer Guerly Camille, plaintiff was explaining that he was unable to move due to a car behind him, at which point Sgt. Vitaliy Zelikov punched plaintiff, dragged him out of his car, forcibly handcuffed him, and took him to the 18th Precinct, then to Roosevelt Hospital for treatment of a head injury and hypertension. He was falsely charged with multiple offenses, all of which were finally dismissed on July 7, 2014.
