Description: On April 8, 2016 at approximately 3:50 a.m., Plaintiff Tiffany Branch was unlawfully touched, handcuffed, and detained in an excessive manner by the defendants. The defendants include the City of New York, the New York City Police Department, Police Officer William Fernandez, and unnamed officers, John Doe and John Roe. Without probable cause or provocation, the defendants seized the plaintiff in the vicinity of Ogden Avenue and 171st Street in the Bronx. The plaintiff was lawfully in this vicinity when she stopped, questioned, and searched. She was not committing any crime and the defendants stopped and searched the plaintiff solely on the basis of her age and/or race.
