Description: On June 11, 2016, at approximately 5:30 p.m., Johnathan Vega attended the Annual Puerto Rican Day Parade in the vicinity of 115th Street and 3rd Avenue in New York County. During the parade, a violent fight broke out near the plaintiff and the plaintiff was punched in the lip and another man was stabbed. Shortly after, police responded to the situation and spoke with the man that was stabbed but the man could not identify the initial aggressor in the altercation.
After speaking with the man, the police officers observed the plaintiff bleeding from his lip and walked toward him. The plaintiff put his arms above his head and pleaded with the defendant officers that he was also a victim of the fight. The officer...
