MICHAEL TOMEL stopped Plaintiff while Plaintiff was exiting his vehicle, which was legally parked in the vicinity of Livonia Avenue and Georgia Avenue, County of Kings. Thereafter, P.O. P.O. MICHAEL TOMEL chased Plaintiff, tackled, handcuffed, and searched him for no valid reason. P.O.
