Description: On or about February 23, 2016, at approximately 9:30PM, the plaintiff, Andrew Toomer, was arrested by the defendants at Rockaway Avenue subway station in Brooklyn, New York. The defendants used their hands, feet and weapons such as collapsible batons to beat the plaintiff's head and body, and the plaintiff suffered serious and significant wounds that required hospitalization as a result. The plaintiff did not resist arrest, and there was no legal cause to seize, assault and batter the plaintiff.
