Description: On or about July 17, 2016, plaintiff Victor M. Herrera was placed in an illegal chokehold by S.E.R.A. Security Officer Stone, as part of an illegal campaign of retaliation against plaintiff for his efforts to reform practices at the Department of Homeless Services contractor-owned facility Julio's Place. On Sunday, July 17, and Tuesday, August 9, 2016, plaintiff Herrera was held against his will overnight at the Harlem Hospital Medical Center Psychiatric Ward. During the August 9, 2016 incident, Defendant NYPD Officer Christopher Wintermute slammed plaintiff's head against the wall of Julio's Place at 102-104-106 West 128th Street, twisting his arms behind his back and placing mechanical restraints on plaintiff...
