Paul Mallilo and POs Essence A. Jackson, Shante L. Terrell, and John Does, who unlawfully grabbed Plaintiff Nieuenkirk and dragged them out of the vehicle. POs punched Plaintiff Nieuenkirk repeatedly with fists and flashlights, maced him, pinned him against a motor vehicle, struck him with elbows, and forcefully placed him in handcuffs.
