Description: On January 5, 2019, at 9:50 pm, the Plaintiff was present inside a deli in Staten Island, NY, when he heard the sound of a vehicle crash outside. Shortly after, two NYPD officers, officer Joshua Christian and sergeant Alexander Bustamante, detained the plaintiff and arrested him outside placing tight handcuffs on his wrists and holding him there for 20 minutes despite his complaints about the handcuffs. The Plaintiff was then transported to the 120th Police Precinct and was refused his necessary heart medication when he asked for them.
