Description: On April 7, 2021, Plaintiff was riding his bicycle to a nearby convenience store when he was struck by a defendant police officer. The officer struck Plaintiff’s neck with his arm, “clotheslining” Plaintiff. This caused Plaintiff to fall off his bicycle and briefly lose consciousness. The officer then handcuffed Plaintiff and transported him to the 83rd Precinct, where Plaintiff was shackled and ordered to strip nude. While naked, Plaintiff was touched inappropriately by defendant police officers without his consent.
