Description: On April 19, 2024, when plaintiff was walking with two associates, an unmarked police car approached them. A police officer exited the car and one of plaintiff’s associate fled on foot and that police officer chased after him. Plaintiff remained. Another police officer exited the car and approached plaintiff, while another police car arrived with three other police officer arrived on scene. Plaintiff began to record the officers with his phone and to ask for their names and badge numbers. One of the officers told him that he was under arrest. The officers pulled plaintiff to the ground and knocked plaintiff’s phone to the floor. One of the officer used taser to plaintiff. Plaintiff was handcuffed to a precinct....
