Description: On April 9, 2013, Plaintiff was walking when three officers approached and asked for identification, which he produced. When Plaintiff identified the bag he was carrying as personal belongings, Defendant Officer Thomas Maroney ripped it from his hands, threw Plaintiff against a car, and cuffed him. At the 52nd Precinct, Plaintiff complained that his wrists were being injured by the cuffs, but Defendants Maroney and Medina ignored him. Plaintiff passed out twice from the pain. The handcuffs were removed only so Defendant Maroney could strip search the Plaintiff, after which they were again applied.
