Description: On May 26, 2016, Plaintiff Norman Fludd was questioned by Officer Marroquin at 835 Ocean Avenue, Apt. 2-H, Brooklyn, about an assault that allegedly took place at 835 Ocean Avenue, Apt. 3-H. Mr. Flood told the officer that he did not commit the assault and had never been inside Apt. 3-H. Officer Marroquin then questioned Mr. Fludd about whether he was on parole or probation and Mr. Fludd responded by asking what parole or probation have to do with this incident. Officer Marroquin immediately arrested Mr. Fludd, placing handcuffs on his wrists and transporting him to the 70th Precinct. Officers strip-searched Mr. Fludd and confiscated his personal belongings.
