Description: On May 1, 2010, Plaintiff was approached by Defendants URBINA, KlVLEHAN, MCBROWN, and DOES while Plaintiff was seated behind the steering wheel of his parked car. Upon request, Plaintiff provided his license and car registration to Defendant KlVLEHAN. Plaintiff was then arrested and charged with Operating a Motor Vehicle While Under the Influence of Alcohol. Plaintiff was not under the influence of alcohol and had done nothing to justify his arrest. Plaintiff was detained until his arraignment in Criminal Court. Defendant URBINA signed the Criminal Court accusatory instrument. The charges against Plaintiff were dismissed on July 23, 2012.
