Description: On or about January 5, 2024, Plaintiff was in a vehicle running errands when he was stopped, handcuffed, and arrested by Defendant NYPD officers Tomaszewski and Scanlon, as well as several other unknown NYPD officers. The Defendants had no legal cause or justification to stop Plaintiff. Plaintiff was transported to the precinct and then central booking, where he was subjected to an invasive search and arraigned. The case against Plaintiff was eventually dismissed.

Defendant officers, including Detective Clifford Scanlon (Shield No. 2839), approached plaintiffs. Description: On February 25, 2022, P.O.s knocked on the door of Plaintiff’s house in the vicinity of 760 Rogers Avenue, County of Kings. P.O.s asked the Plaintiff whether he had any contraband in the home. After that, P.O. began to arrest the Plaintiff, subjecting him to an unlawful pat-down search and tightly restraining him with metal handcuffs. P.O.s did not find any drugs, weapons, graffiti instruments, or other illegal contraband. Nevertheless, P.O. unlawfully arrested and handcuffed the Plaintiff. P.O.s began searching Plaintiff’s house and sent him to the 71st Precinct, stating that P.O. found a firearm in his mother’s bedroom. The plaintiff did not see a firearm in his mother’s room.
