Complaint
Description: On September 5, 2016, Plaintiff was inside a club in Staten Island, New York, where he was preparing for his work as an independent DJ. A few minutes into his set, Plaintiff was approached by several NYPD officers—including Christine Ceccarelli, Kenneth Noonan, Thomas Matson, and Michael Gagliardi—and asked to present ID. Plaintiff’s manager tried to talk to the officers, but after a few minutes the officers returned and arrested Plaintiff. Captain Noonan handcuffed Plaintiff in an overly tight manner and then placed him in a hot police car for over an hour. When Plaintiff appeared in court, he was told all the charges were dropped and no appearance was required. The charges have all been dismissed and sealed.
