Description: On June 29, 2017, around 5:00 p.m., Plaintiff was attending a memorial for rapper Prodigy outside a funeral home on 82nd Street and Madison Avenue. Plaintiff had finished paying his respects and was on his way home to visit with his children, when he was approached by Officer Nelson Hernandez who acted aggressively and tried to swipe Plaintiff's phone while he was recording the officer’s approach. Shortly after, Lieutenant Kevon Sample confronted Plaintiff, taunting him and escalating the situation. Officer SAMPLE asked him if he wanted to fight, then stood on the street facing him separated by a motor vehicle with Plaintiff standing on the curb and continued to taunt, abuse verbally, and otherwise confront P...
