Description: On February 8, 2022, Plaintiff Brin Francisco was stopped while driving by Defendants Officer Andres Ruiz and one or more unidentified officers. Defendant approached Plaintiff's vehicle with guns drawn, grabbed Plaintiff, searched his clothing and intimate areas and searched his vehicle and did not find any narcotics or contraband. Defendants handcuffed Plaintiff with tight handcuffs that they refused to loosen when requested. Plaintiff was taken to the precinct, booked, strip searched and detained for approximately 99 days until his release on May 18, 2022.All charges against Plaintiff were dismissed.
