Description: On October 6, 2010, Plaintiff was arrested and identified in a line-up for theft-related crimes that allegedly occurred on October 4, 2010. As a result, Plaintiff was incarcerated for two days. On October 14, 2010, Plaintiff and three other individuals were allegedly involved in an incident where they flashed a firearm to compel a victim to exit his car and them his cell phone, after which they attempted to drive away in his car but could not drive the manual transmission; they fled on foot. The victim could not identify his assailants, but his car was processed for finger prints and DNA evidence, and on October 14, 2010, a Grand Jury indicted Plaintiff for theft-related crimes; he was incarcerated for one day....
