Description: On Thursday, Sept. 12, 2013, at about 7:00 pm, plaintiff was walking in the area of 8th Avenue and 42nd Street in Manhattan when he was seized, searched, and arrested by Defendant NYPD officers Terrance Williams, Richard Allison, and Hoiping Lee of the Manhattan South Narcotics units. No contraband was found on plaintiff's person during the search, but plaintiff was nonetheless taken to a precinct, processed, and transported to New York County Central Bookings.
