Gutierrez (Tax #932763), Mark Carlino (Tax #936306), and five John Doe police officers pulled over Plaintiff Jamel Davis without provocation. The officers were driving an unmarked vehicle. They accused Davis of possessing illegal contraband and unlawfully searched his vehicle, but did not find anything. They then seized Davis, causing him multiple injuries, and arrested him without cause, detaining him for over an hour. Description: On or about midnight on February 28, 2014 or March 1, 2014, Defendant Serpanos (a corrections officer but not acting in his official capacity) rear-ended Plaintiff's car. Defendant Serpanos called 911 and falsely accused Plaintiff of drunkeness, weapons, and drugs. Serpanos punched Plaintiff in the chest. Defendant NYPD Lieutenant Gutierrez and Officers John Does 1-5 responded and forcefully restrained Plaintiff against his car, straining his arms, tearing muscles in his shoulders and neck, and causing a concussion.
