Description: On July 4, 2016, Ms. Albert, Mr. Small, Albert's son, and their infant son were driving home when they were cut off by a swerving car driven by defendant Officer Isaacs. Isaacs was off-duty at the time. At a traffic light, Mr. Small got out of his car and approached defendant Isaacs' car. Defendant Isaacs rolled down his window and shot Mr. Small three times, in full view of Ms. Albert and their children.

Description: On July 3, 2016, plaintiffs (partner of deceased and her children) were driving home from a party with the deceased when an erratic driver cut them off and nearly hit their car. The driver was an off-duty NYPD officer, Wayne Issacs. When both cars stopped next to each other at a traffic light, the deceased got out of his car and approached Issacs's car.
