Complaint
Description: On July 23, 2018, Plaintiff Mills reported to probation officer for his scheduled visit, at which time he was arrested by, or at the direction of, Defendants Daniel Young, Stephan Noel, and Michael Cioffi. While Plaintiff was in Defendants' custody, one or more of the Defendants filled out paperwork falsely claiming that Plaintiff was engaged in criminal activity on July 15, 2018. The complaint was then forwarded to the Kings County District Attorney's office, which then charged Plaintiff with various violations of New York's VTL, as well as reckless endangerment and obstructing governmental administration. On August 14, 2018, Defendant Cioffi filed a second false criminal complaint against Plaintiff. Charges w...
