Description: On December 7, 2016 around 5:30 PM, Plaintiff's daughter, Nicole Garbellotto, (to whom she is appointed administratix) was found unresponsive in a vehicle at the Verrazano Bridge toll plaza by Triborough Bridge and Tunnel Authority Police (TBTAP). TBTAP placed N. Garbellotto under arrest for DUI, and she was later revived by the fire department in an ambulance. She was taken to the hospital where a psychiatric emergency protocol was undertaken, placing her in Defendant officers' duty of care to protect her from self harm. N.
