Description: On June 14, 2019, Plaintiff was driving a vehicle, his friend in the passenger seat, when PO Taccetta and up to eight unknown POs pulled him over. Plaintiff and his friend complied with the POs' demands but the POs approached the vehicle with guns drawn. One of the POs even threatened to shoot Plaintiff; Plaintiff feared for his life. The POs accused Plaintiff of grand larceny because the car belonged to his girlfriend's father, but Plaintiff repeatedly told the POs that he had permission to use the vehicle. The POs arrested Plaintiff, handcuffing his wrists behind his back and using excessive force despite no reason to do so, resulting in Plaintiff suffering swollen wrists and shoulder pain.
