Description: On September 9, 2016, Police Officers Douglas Lee, Jeffrey Staggers, John Istorico, Jessica Rodriguez, and other officers grabbed, handcuffed, and seized Plaintiff Perez Morales without reasonable suspicion or probable cause. The officers claimed they had seen Plaintiff in possession of a burglar’s tool and engage in criminal tampering when Pltf was pltf She was taken into custody at the precinct and was held for twenty-two hours.
