Description: Plaintiff was waiting in line to attend the public town hall meeting that the Mayor was holding. When the Plaintiff was about to enter the building, the Defendant Officer stopped the Plaintiff from entering and told Plaintiff to wait outside of the line. One of the Defendant Officers claimed that Plaintiff had harassed the HRA and that was why he was not allowed inside. Plaintiff was later standing on the sidewalk when another Defendant Officer came and forcibly shoved the Plaintiff in the chest.
