Description: On June 8, 2024 Plaintiff was lawfully in the vicinity of an intersection when PO David Troncoso, PO Jose M. Gomez, PO Sergey Pogosyan, Lt. Jose Garcia, PO Nicholas Kim, PO John Doe, and PO John Roe unlawfully approached based in part on racial prejudice and summarily stopped, grabbed, assaulted, battered, searched, and arrested Plaintiff without legal justification. Plaintiff was taken into custody, incarcerated for over 24 hours, and malicious prosecuted. Plaintiff was compelled to make numerous court appearances over an extended period of time until all charges against him were terminated favorably. Plaintiff sustained physical and emotional pain and injuries as a result of this incident.

Description: On July 17, 2024 Plaintiff was in the passenger seat of a legally parked car with the engine off when Sgt. Kevin Weber, PO Joel Feliz, PO Jose Gomez, PO Sergey Pogosyan, and PO Anthony Rivera approached and falsely accused Plaintiff of crimes before violently grabbing Plaintiff's head and body, motivated in part by racial prejudice. POs were informed multiple times by Plaintiff and bystanders that Plaintiff is a paraplegic who cannot get out of a car on his own. At no time did Plaintiff refuse to exit the vehicle, only mentioning that he required assistance. Regardless, POs grabbed Plaintiff violently by his disabled leg and neck and ripped him from the car.
