Description: Plaintiff is a community activist with a history of being critical of NYPD for their performance in addressing crime. On November 15, 2011, plaintiff was walking by the Sixth Precinct and Officer Oliveras lured her inside to identify someone, and thereafter handcuffed her as Lt. Joe Seidel laughed. She was kept in a cell for 12 hours, shackled to a bench, and had a cavity search. She was denied water or a phone call. While she was in the cell, an unidentified P.O. insulted her. She was finally released after she was allowed to make a call to an UO officer that she had assisted. As she left, P.O. Mak said "Never come in again. Just be thankful that you are not dead."
