Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unable to Determine': The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Complaint
Description: On or about July 13, 2023, Defendant NYPD police officers approached Plaintiff whilst he was in a subway station, and without giving any explanation threw him on the ground. The officers violently handled Plaintiff before handcuffing and arresting him. At no point was Plaintiff provided the reason for his arrest. The officers also ignored Plaintiff's complaints that the handcuffs were too tight. Plaintiff was detained for around 13 hours before he was released from custody. On October 17, 2023, the DA conceded that the police were never able to provide sufficient evidence for the charges against Plaintiff, and dismissed the case.
