Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unable to Determine': The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Complaint
Description: On or about October 1, 2023, Plaintiffs were in a vehicle when Defendant NYPD PO Sergiomo M. Ang and PO Khaled A. Mohamed pulled them over and falsely informed them that they had made an illegal turn. After the officers asked Plaintiffs for their identification, they falsely alleged that one of the Plaintiffs had a warrant for his arrest. The officers proceeded to conduct an unlawful search of the Plaintiffs' vehicle, and subsequently arrested the Plaintiffs. During the arrest, the officers brutally beat and assaulted some Plaintiffs. Defendant police officers also caused Plaintiffs to be maliciously prosecuted. All criminal charges against all Plaintiffs were subsequently dismissed.
