Description: On September 2, 2022, at approximately 6:19 p.m., Plaintiff Raphael Metz was lawfully in the vicinity of 600 East 125th Street, New York, NY, when the Defendant NYPD Detective Douglas Ryan, NYPD Police Officer Edwin Rodriguez, and several unnamed NYPD officer unlawfully detained and arrested Plaintiff without legal justification. At the aforementioned place and time, the Plaintiff was lawfully present at the Electric Zoo Music Festival with his three friends.
