Description: On January 28, 2017 at approximately 5pm, Ms. Doughman, a classically trained violinist who weighs less than 100 pounds, was arrested on the subway platform for playing the violin. During the arrest, she was thrown onto the concrete subway platform by NYPD officers (Sgt. Rochie, Officer Maisonet, Officer Martinez and Officer #3214) so violently that the tissue surrounding her left knee was torn, resulting in misalignment of her kneecap. She was then handcuffed so tightly that it broke her right wrist. Despite her cries of pain, the Officers ignored her and instead tightened the handcuffs and lifted her by the restraints. At the precinct, while she remained handcuffed and injured, Officer #3214 made unwanted sex...
