Description: On December 14, 2019, Plaintiff was lawfully present in a friend's parked vehicle when Defendant officers Melvin Polanco and John and Jane Doe 1-10 approached the vehicle and signaled to Plaintiff with police lights and sirens. Defendant officers asked for Plaintiff's ID, which he provided, and asked Plaintiff to exit the vehicle, which he did. Subsequently, defendant officers seized Plaintiff and conducted an illegal search of his person without probable cause. Defendant officers accused Plaintiff of a criminal offense and forced his arms behind him in order to put excessively tightened handcuffs on him.
