Description: On September 6, 2017, around 9:30 p.m. to 10:00 p.m., Plaintiff was a lawful passenger in a motor vehicle located on 69th Street between Central Avenue and 70th Avenue in Queens, New York. Police Officer Hector Valdez, along with John Doe Officers 1-20 from the 104th Precinct, stopped the vehicle. Without probable cause or justification, Officer Valdez and the other officers allegedly ordered Plaintiff out of the vehicle, forcibly detained him, and applied tight handcuffs. Plaintiff was then taken to the 104th Precinct, detained unlawfully, and was denied prompt medical attention following the incident.
