Description: Plaintiff was walking on the side when the defendants approached, questioned, and detained him. The defendants brought the plaintiff to the 70th precinct and was later given a Desk Appearance Ticket and released from custody. Although he was given a court date, the plaintiff would later find out after numerous phone calls that the DA declined to prosecute the case.
