Description: On September 18, 2015, Plaintiff Emanuel Soto was at work when, unbeknownst to him, someone borrowed his car. Defendant Officer Anthony Rodriguez pulled over the driver of the vehicle, reached inside to grab the driver's license and registration, when the driver sped off, striking the Defendant's arm. The Defendant, believing Plaintiff to have been driving, put up "wanted" posters alleging vehicular assault of a police officer. On October 3, 2015, Plaintiff became aware of the wanted poster and contacted a criminal defense lawyer, who arranged for Plaintiff to meet with the police on October 6, 2015.
