Description: On March 27, 2018 Plaintiff's neighbor complained to police that someone was harassing him. Video evidence proves plaintiff had nothing to do with the incident. Several days later, plaintiff received a call from Det. Estevez informing him a complaint had been made against him and that he should turn himself in. Plaintiff hired an attorney who offered to show Det. the video, Det declined to view it. During line-up plaintiff's neighbor said he could not identify the plaintiff as being involved. Det. Estevez then threatened the neighbor with arrest if he did not pick plaintiff so the neighbor identified him. Plaintiff was held for 12 hours. Charges against plaintiff were dismissed and sealed.
