Description: On or about August 15, 2015 at approximately 8:55 p.m. Plaintiff was sitting in the backseat of a parked car when civilians Christian Cruz and Kenny Urena ran toward and entered the car. Cruz began to drive and a short time later POs John Sullivan and John Does stopped the car, removed all three individuals, handcuffed them, and placed them under arrest despite the fact that at no time had Plaintiff committed a crime or violation. The three individuals were placed on the sidewalk and two witnesses to a burglary approached.
