Description: On October 26, 2015 Plaintiff was walking when he was suddenly accosted by PO Keith Kealy and Det. Peter Nangle, who asked him at he had in his pockets. Plaintiff responded all he had was his wallet and cell phone. Kealy and Nangle then grabbed Plaintiff, threw him against a wall, and searched him. The search failed to provide any evidence of illegal activity. Kealy and Nangle then placed Plaintiff under arrest for sale of a controlled substance despite knowing the arrest had no legal basis.
