Description: On June 21, 2011, defendant officers arrested plaintiffs without cause. Prior to the arrest, plaintiffs were passengers in a vehicle driven by a friend. On their way home, they were pulled over by defendants. One of the plaintiffs, Ms. Tolbert was engaged in a telephone conversation at this time, and one of the defendant officers rushed over to her and forcibly pulled her out of the vehicle while yelling at her for engaging in a telephone conversation. Defendants then slammed her down on top of the hood of the vehicle. Defendants tightly handcuffed Ms. Tolbert, forcibly grabbing and twisting her arms in the process.
