Description: As the Plaintiff was socializing on a street corner, the Defendant Officers of whose identity was unknown at the time, approached the Plaintiff and began chasing him. The Defendant Officers ñ including defendants Hairston and Velez, chased the Plaintiff to his apartment building and arrested him handcuffing him behind his back.
