Cooper was allegedly detained without probable cause, proper authority, or a warrant. Despite being innocent and protesting his lack of involvement in any illegal activities, the officers aggressively questioned, searched, and arrested him, falsely accusing him of possessing unlawful narcotics. Alvarez swore in an affidavit that he determined that the plaintiff was in criminal possession of a controlled substance. Charges against the plaintiff were dismissed on May 23, 2017.
